What is terrorism? Chapter 18 section 2331 (https://www.law.cornell.edu/uscode/text/18/2331) has the definitions as used in Chapter 113B of Title 18 of the U.S. Code (https://www.law.cornell.edu/uscode/text/18/part-I/chapter-113B). The Intercept charges that the United States charges similar crimes differently based on the target of the criminal.
